We have advised and assisted upon PPP/PFI contracts and procurements in relation to the following assets, services and projects and for the following clients:
- Training services (including business support) for MOD and local authorities;
- IT/communications (including IT software licensing, systems implementation and managed services) for Home Office, Met Office, Office of the e-Envoy (now The Cabinet Office) and local authorities;
- Accommodation and relocation (including under NHS LIFT and including car parks and car park FM) for MOD, Highways Agency' DVLA' DETR/DTLR/ODPM and Defence Estates;
- Vehicles and equipment (including printing) for Vehicle Inspectorate;
- Exploitation of Trading Fund resources including IP for United Kingdom Hydrographic Office and the Fire Service College;
- Waste management for local authorities;
- Leisure services for local authorities;
- Urban regeneration for local authorities.
Work experience/case studies:
- Advising a London Borough in connection with the refurbishment of a Comprehensive School and the building of new premises for their Community School; reviewing and advising on project documents which included the Project Agreement, the Senior Lenders Direct Agreement, the Authority's Construction Service Direct Agreement, the Governors Agreement.
- Acting for a County Council and Borough Council in the procurement of their strategic partnership pursuant to their ISiS (Improving Services in Somerset) programme. The project is addressing ambitious objectives in relation to business change, improvements in services and customer experience and the meeting of Government efficiency targets. Procurements include front and back office services and IT services. We have been and are assisting with all stages of the procurement from OJEU notice onwards including advice on strategic options, SPC and JV models, ISOPs, establishment of data room, issues in relation to bidding consortia, ITN and contract development (including the development of contract issues papers). The procurement is continuing.
- Acting for Bristol City Council in relation to the Bristol Harbourside project which was a priority "A" when regeneration scheme on the old DoE list of local authority projects. The project included the development of substantial cultural facilities (natural history and science museums in the city centre of Bristol) and the recycling of capital receipts of the Council into the project with a specific and successful application for the Secretary of State's approval under the old Capital Finance Regulations.
