Procurement

We regularly advise Central Government departments on the process for procuring supplies, services and works in compliance with the EU Procurement Directive, the UK Procurement Regulations and also the EU Treaty principles.

We have dedicated procurement specialists that advise on a whole range of procurement issues including drafting compliant contract notices, developing short-listing criteria, assessment methodology, evaluation matrices and tender documentation to ensure that tenderers provide the information required by the awarding authority.

Our main objective is to ensure that your objectives and requirements are clearly articulated so that the tender process achieves value for money and an appropriate transfer of risk for you.

Work experience/case studies:

  • Advising the Met Office on the joint procurement and maintenance of a supercomputing facility in partnership with the Engineering and Physical Sciences Research Council and the Natural Environment Research Council. Our remit has included the review and formulation of advice on potentially complex EU and UK procurement issues in connection with proposals to share facilities and assets in a drive to realise economies of scale.
  • Advising the Home Office on its EDRM project (procurement of an electronic document and record management system and associated business change management services) where we worked alongside the Home Office's commercial team in giving legal support to the evaluation and selection process. Responsibilities involved advice on the ITT documentation and SoR, advising on and drafting specialist contractual terms, and assisting with contractual negotiations with suppliers, evaluation of initial and supplemental responses, and compilation of contractual documentation.
  • Acting for the Highways Agency in the procurement of seven integrated control offices across the country which have formed part of their national network of motorway control centres. The builds included significant high spec IT fit out. Our advice covered the procurement route, the terms of the building contract, professional appointments, insurance, collateral warranties and other security documentation.
